For people whose cases became current again after a long CRP period, what happens if visa numbers run out before approval? Are we basically entering another CRP cycle, or can cases that are complete still be approved later when numbers refresh?

Once numbers refresh and the priority date is current again, a complete case may move faster.

If visa numbers are not available, USCIS generally cannot approve even if the case is otherwise ready.
