Primary green card approved but dependent is still waiting for visa number

The A-number from an EAD is not the same thing as an immigrant visa number being available for final green card approval.

Derivative cases can move separately from the primary, especially after retrogression or if an RFE was issued later.

I would not automatically assume the dependent case is stuck on a visa number. In employment-based cases, the principal applicant and dependent can sometimes have different processing timelines even when they filed together. I would first check the Visa Bulletin and the case’s priority date to see whether a visa number is currently available. I would also review the latest USCIS case status and the RFE response history. If the priority date is current but the dependent case remains pending, it could be awaiting additional review, background checks, or final adjudication rather than necessarily being held for visa allocation. In my experience, the exact reason usually cannot be confirmed from the online case status alone. A USCIS inquiry or review of the complete case record may provide more clarity.
