I am confused about the phrase visa number assigned. We already received EAD cards earlier in the process and those have Alien Registration Numbers. Is that the same as having a visa number available for green card approval, or is visa number availability a separate final step after the priority date is current?

They are different. The A-number is an identifier, while immigrant visa number availability is tied to final green card allocation.
