Emma said no visa number is assigned. Does that explain CRP?

I contacted USCIS through Emma or InfoPass and was told no visa number is assigned to my file. Does that simply mean my case is in CRP, or is it a meaningful sign that no final approval can happen soon?

No visa number assigned usually means final approval cannot happen until one is available.

Agent responses can be generic, especially if the case status is already CRP.
