Both the primary applicant and dependent received medical RFEs. We completed medical exams recently. Do we need to send a separate sealed medical envelope for each RFE, even if both cases are in the same family package?

You should respond to each RFE. If both applicants received RFEs, each applicant should usually have their own sealed I-693 envelope.
